On balance, I'd say go out of Seward on a full-day trip to Kenai Fjords. Either would be a great trip, you see glaciers on either.
Out of Seward, I've seen whales, otter, dolphins, seals, mountain goats (on the slopes above the ship) and lots of puffins. And actively calving glaciers.
In PWS, I've seen lots of seals and sea birds, and actively calving glaciers. But not the ceataceans. That could easily vary from one route or day to another.
But Seward (for KF) offers a cute town in a great setting (like Valdez) plus the SeaLife Center which is a very nicely done modern aquarium. Valdez (for PWS) has a big oil terminal.
Whitter (the other option for PWS access) is a dump. A dump with slightly more amenities since they completed the road to it, but still, it's a WWII army town with some tourist attractions set up recently.
Valdez is a long haul from anything else in Alaska. Seward and Whittier are both close to Anchorage and both reachable by train, car or tour bus.
Weather in any of them is a crap shoot in the summer. Bring your rain gear, be ready - the animals are out even when it rains.
If that kind of trip appeals to you, consider adding Homer to your itinerary. No tidewater glaciers, but gorgeous scenery on all sides, lots of seabirds and otters and occasional whales. Nice town with art galleries, restaurants, and great views, too.
